The sewer lateral is the pipe running from your house out to the municipal main, usually under the front yard. In most cases that pipe is the property owner responsibility right up to the connection point, which surprises people the first time it fails.
When a lateral has trouble, the symptom is different from a normal clog. A blocked bathroom sink affects a bathroom sink. A blocked main affects everything at once, and it usually shows up at the lowest drain in the house, which is why the first sign is often sewage in a downstairs shower or a floor drain rather than in the fixture you were using.
Around Pinellas the common causes are roots finding a joint in older clay or cast iron, scale narrowing the pipe from the inside, a section that has settled and now holds water, and physical breaks from ground movement or nearby work. Each of those has a different repair, and a camera run is the only way to tell them apart.
Descaling, milling and repair are three different answers. The camera decides which one you are buying.

These two words get used loosely, so here is what they actually mean when they appear on a quote.
Descaling is the removal of hardened buildup from the inside wall of the pipe. In cast iron that buildup is corrosion scale, rough and sharp, and it is what makes an old line catch paper and clog repeatedly. A chain knocker spun inside the pipe knocks that scale off and leaves a smoother wall with more open diameter.
Milling is heavier work with a cutting head, used for material a knocker will not shift. Hardened root masses, intruding roots at a joint, mineral deposits, and in some cases an intruding tap or misaligned connection. It cuts rather than knocks.
Both need sound pipe. This is the important part. Mechanically cleaning a pipe assumes there is enough wall thickness left to survive it. If the camera shows a line that has already lost its bottom, cleaning it is not a service, it is a risk. That is the case where the honest answer is replacement, and we would rather have the awkward conversation than the one that follows a collapse.
What comes after. A descaled line usually stays clear far longer than a snaked one, because the thing that was catching debris is gone rather than punctured. If the pipe underneath is thin, descaling can also be the step that makes lining a realistic option.

In most cases the property owner is responsible for the lateral up to the connection at the main. Responsibility can vary by municipality, so it is worth confirming with your city before assuming.

Cutting them clears the line now. They come back through the same opening unless that joint is repaired or the section is replaced, so the durable fix addresses the entry point, not just the growth.

For a normal house with no history, when something changes. For a house with mature trees over the line or a record of backups, a periodic look is cheaper than an emergency.
A section that has sagged so the pipe no longer runs downhill continuously. Water and solids sit in the low point instead of flowing through. It cannot be cleaned out permanently, it has to be re-graded.
